Saab Cars USA is seeking state and local tax breaks to open a U.S. headquarters in Royal Oak once the brand is sold by General Motors Co. Saab is looking to invest $2.2 million over five years to relocate mostly sales and marketing employees from the Renaissance Center to an industrial building at 4327 Delemere Court between 14 Mile and Normandy.
